The FCB Center is the result of an innovative public/private
partnership that brought together the Metropolitan Water Reclamation
District of Greater Chicago (MWRD), advertising agency Foote,
Cone and Belding (FCB), and Higgins Development Partners
(Higgins). Higgins proposed a unique public/private partnership that
resulted in maximizing the value of the MWRD by creating an air
rights development, which met the requirements of speculative office
tenants. The building is vertically subdivided with the first 7 floors/
110,000 rentable square feet of office developed on a build-to-suit
basis for the MWRD, and 13 floors/230,000 square feet of class “A”
office space occupied primarily by FCB and Higgins Development
Partners.
