Selected on technical and price factors from a field of 17 teams,
Higgins Development Partners met, and in some cases exceeded,
the IRS Detroit Computing Center’s stated project goals. The
complex includes an office, data center and training and conference
building, an energy center and an enclosed garage. The building’s
amenities include a health and fitness center, food service, and secure
outside meeting areas. The development featured an innovative
outreach and community participation program resulting in 47%
DBE participation. The project was completed on time and won
the Vice President’s Golden Hammer Award for “innovation in
reinventing government.”
