The FDA required new laboratory facilities for forensic research and
a new Cincinnati district office, both within the same facility. Using
a source selection procurement process with technical factors more
important than price, the Higgins Development Partners’ design/build
team was awarded this project based on the overall value to the
Government. The development features a 64,000 sf facility with 70%
of the floor area devoted to a highly technical forensic and research
laboratory, while the remainder of the space is dedicated to offices
and testing areas. The building design emphasizes reliability, flexibility,
and efficiency.

The transaction is a 15-year lease deal, competitively financed through
a combination construction/permanent loan.
